Progress In Overcoming The Schengen Matter

As you know, during the latter part of 2005 during True Parents tour in Europe we were able to make three important breakthroughs in overcoming barriers to True Parents entry to Europe. First, on October 25th we heard that True Parents could finally enter the U.K. Then on November 1st we heard that a Dutch court had ordered that they be allowed to enter Holland. Finally on November 12th we heard that through the intervention of Ambassadors for Peace Denmark had approved the granting of an exception to allow True Parents to speak in Copenhagen. None of these breakthroughs would have been possible without the strong base of sincere "cheon song" conditions that had been laid down by all of you. Heartfelt thanks again for all that you did!

As you also know, this year an absolutely key objective of our activities is to clear away all remaining obstacles to True Parents' entry once and for all. We have in place and are already implementing a two level strategy to achieve this. First, we will seek by all legal and political means at our disposal the withdrawal of the German listing that is causing True Parents to be excluded from other Schengen nations. If we are successful in that, then the problem will automatically be solved in all the other 14 Schengen nations. Second, we will seek individual "exceptions" to Germany's listing in certain of the other key Schengen nations such as France, Italy, Spain, Austria and Belgium. This will have the effect, if successful, not only of making a visit by True Parents to those nations possible, but of making the German ban look more and more ridiculous and bringing more and more pressure to bear on Germany to lift it.

Court proceedings have already been initiated in some countries to obtain an "exception".

In fact, the case in Belgium will already be coming to court this week. That is part of the urgency of my writing to you all today. A recitation of the facts was handed over to the Interior Ministry's lawyer recently together with a request for an "exception" that would enable us to welcome True Parents on 4th March or some later date of our choosing.

On 20th February we received the expected refusal of our request, based on lame and inadequate arguments. On 24th February our lawyers pointed out the inadequacy of the reasons given for the refusal and sought a decision from the judge that the Belgian State be obliged to pay ˆ250, 000 of damages for every day of delay in granting an exception. A further response from the government is expected on March 1. Then, next Friday (March 3rd at 9.30 the case comes before the judge in Brussels.

As you will appreciate, this is an extremely important occasion not only for our Belgian movement but also for all of Europe. It is vital that all of us throughout Europe give Belgium our maximum support. A victory on Friday (or whenever the judge delivers his verdict) would be a great step forward in attaining our ultimate objective in this matter. Please pray especially hard for the outcome we all desire. As soon as I know it, I will let you know the name of the judge, so that you can pray for him or her too. Our lawyers' names are Charles Delnois and Innes Wouters. They are both excellent lawyers and very close to us in heart. M. Delnois even came to our Berlin meeting recently and Mme, Wouters was in Korea for the UPF Assembly. So we can have great confidence in them. However, they are being pitched into the eye of a spiritual storm and need our strong prayer to help them.

Then on March 11th and 12th we will hold a very important conference in Berlin with the aim of thoroughly reappraising the German case, the reasons it came about, the attitude of the government to it and how to neutralize possible opposition within Germany to lifting the ban. As well as UPF leadership, we will have present current parliamentarians, religious leaders, top Ambassadors for Peace, lawyers and one of Germany's top PR consultants who has agreed to act in the matter. This too should be an important step forward in our main objective. Please pray for its success.
